Who We Are

Aaron Maxwell is a nationally recognized leader in non-emergency medical transportation (NEMT) and non-medical transportation (NMT) program design, operations, and oversight. With extensive experience leading large-scale transportation programs within complex Medicaid managed care environments, Aaron brings strategic vision, operational expertise, and regulatory fluency to his work with health plans.

Throughout his career, Aaron has built, modernized, and managed high-volume transportation programs serving hundreds of thousands of members. He has led transitions from broker-managed models to fully integrated, in-house operations, improving cost control, access to care, member satisfaction, and program integrity.

As a senior leader within a major California-based Medicaid health plan, Aaron oversaw transportation services, call center operations, provider network development, and technology implementations. He designed intake and scheduling workflows, strengthened fraud, waste, and abuse prevention frameworks, expanded rural provider networks, and aligned operations with state and federal regulatory requirements while partnering with regulators, auditors, vendors, and executive leadership.

Aaron is respected for translating complex operational challenges into practical, data-driven solutions focused on accountability, transparency, and continuous improvement. Under his leadership, programs reduced administrative costs, improved on-time performance, strengthened provider relationships, and reduced grievance volumes.

Through MaxPoint Consulting, Aaron works with health plans nationwide to design, optimize, and govern transportation programs that support access to care and protect financial and regulatory interests. His mission is to help organizations transform transportation into a strategic asset that advances quality, equity, and long-term sustainability.
